The easier way to create lists is to start the web interface. A "create list" will create lists on request . You can also create list by command line : http://www.sympa.org/wiki/manual/list-creation#list_creation_on_command_line_with_sympa.pl

I find there are usually several steps to getting a list set up, beyond "create list. The full details, for the first time user:

1. log in to the web interface

2. click on create list tab

3. fill in ALL the blanks, including selecting a topic (otherwise the form will return an error and needs to be filled in again), then click "submit"

4. if you aren't logged in with listmaster privileges, the listmaster has to approve the list creation (via email, or by logging in, going to "sympa admin" then to "pending lists" then select "install it" and "submit")

5. go to the new list's admin page (click on "admin" next to the list name on the "list of lists")

6. click on "edit list config" to expand the submenu

7. go through list config submenus and do at least (at least these are the items I find I always set for a new list):

7.a. list definition: set visibility, add any additional owners and/or moderators, click "update"

7.b. sending/reception: set who can send, digest details, available subscription options, reply to, subject tagging, attachment type, click "update"

7.c. privileges: these usually need a little tweaking, click "update"

7.d. archives, bounces, and data sources: I generally find the defaults work

7.3. miscellaneous: I generally find myself changing the setting for "periodical subscription reminder"

8. customizing: I generally tailer the welcome and reminder messages, and add a message footer that contains a link to the list homepage
9. add yourself as the first subscriber

10. test things to make sure they're all working
