The mailing list for listmasters using Sympa

Hello,

I am having problems with a user's ability to use the "send it back to 
<emailaddress>" action in the web interface.  Below are logs for two attempts.  
One as the user (address@concealed, a subscriber to the ospawards list) and one as 
me (address@concealed, and I have listmaster capabilities).

Does the "send it back" function follow the REVIEW (GET, INDEX) access 
permissions like the email interface?  This list configured such that the subscribers 
are allowed to review.

Can someone help me understand what is happening and why this user cannot 
send an archived message back?  Am I missing a configuration step?  Have I 
provided enough information for others to help?
