The 5.1.2 release does not have an updated es.po catalog ; therefore Spanish is not listed in the default 'supported_lang' sympa.conf parameter. It has been completed in 5.2.
In the meanwhile you can have a try with the incomplete es.po catalog by adding "es" to the 'supported_lang' parameter in your sympa.conf.

In sympa's locale directory there is an 'es' directory with a sympa.mo file
in it. So why isn't it being offered in the list of languages on the server?

How can I get sympa working in Spanish? I've run beyond my competence here.
