The default for 'user_data_source' is now 'include2' (it will be the 
only choice soon because it covers all use cases). BUT if the database 
connection cannot be established, then the default for 
'user_data_source' is 'file'.

I suspect you have a problem with your database connection ; check the 
sympa logs at startup...

Are you sure the files are queued in spool/queue/ ; the default is 
spool/msg/ !?
Check that sympa.pl is running and check its log files ; it might be 
missing rights to read/remove messages in the spool.
