I think you can use the editor_include parameter ("Moderators defined in
an external data source" on the basic settings page) to include a list
of moderators from a file, and have the send parameter set to one of the
newsletter options so only they can send.  But I'd have to look up the
details of that file in the manual, where I assume it's described....
