I agree that this would not provide exactly the feature you request because it will be applied only for web moderation operation and this solution does depend on the "X-Spam-Flag: YES" header.I'm not sure whether we understand each other correctly here....
When a message arives and hits an editorkey-action, a message is sent by sympa to the sender, saying "your message is waiting for the moderator". That's the issue I'm worried about and that can't be changed when doing web moderation, which happens far to late (after the message has been sent).
When doing moderation I have the choice between "reject" and "notified reject", and "reject" does not sent a message telling the sender "your e-mail has been rejected". So there is no need to change the web-templates? I don't see a way to check a "quiet"-radio-button for message-moderation, that's just for subscription-requests, which I right now don't care about. I might do so later. ;-)
One strange thing....
when testing your proposed change (btw, sympa 5.1.2) I went to message-moderation, got a list of 50 messages (I'd like to get bulk-moderation ;-)) and clicked on a subject. Sympa presented the message, I clicked "reject" and sympa took me to the entry-page "www.domain.de/sympa". When I selected the right mailinglist again, the "rejected" message was still present.
However, when I selected the checkbox in the moderation-list and clicked "reject", everything worked as expectec.
Can anyone confirm?
