Yes it is. Link is named "review" in the list menu. You may access it as 
listmaster or list owner but also with any other role depending of the 
review parameter of the list. Did you try it as list owner (but not 
listmater) ?

May be this problem is similar to another one : some listmaster complain 
that they can't create list.  (it seems they are logged as listmaster 
but not with listmaster privileges !) . Is thsi you case also ,
