The sympa.pl daemon is the one that processes files in this spool.
If sympa.pl is not running, that's a good explanation for your problem.

If not, then check sympa log files or run sympa.pl in debug mode.

It might also be a right problem on the directory or files ; check that the queue program (that creates these files) is running SetUID.
