You're right, Sympa comes with more messages catalogues but some of them are not uptodate and therefore the default behavior is not to propose these languages on the web interface. If you want to change this behavior, just edit the 'supported_lang' parameter in your sympa.conf file.
Note that the (just released) sympa 5.1version has some more languages, but not Estonian unfortunately. Estonian is missing about 300 translations. If you wish to work on it, check this document : http://www.sympa.org/howtotranslate.html
