I had the same problems.
By default a Solaris 9 install only has the POSIX/C locale installed. You
can add all the packages after the fact, and make all these errors go away.
Here are a couple of articles about the Localization and Internationalization
that list the packages.

For my default Sympa install, I installed all the packages in the "North Ameria Partial Locales"
(americas.html), "Western Europe Partial Locales", "Southern Europe Partial Locales", and
"Central European Partial Locales" (europe.html).
This solves all the errors.

I'm trying to install Sympa 5.0.1 under Solaris 9. I'm getting a lot of log
messages while using the web interface saying:
Failed to setlocale(iso8859-1) ; you should edit your /etc/locale.gen or
/etc/sysconfig/i18n files
Failed to setlocale(iso8859-2) ; you should edit your /etc/locale.gen or
/etc/sysconfig/i18n files
Failed to setlocale(utf-8) ; you should edit your /etc/locale.gen or
/etc/sysconfig/i18n files
Any suggestions on what I missed. Thanks.
