We need to be able to create new mailing lists for a few special  groups that require access to controlled data in our LDAP server.   For security reasons we can not make the "data source" portions of  the Web forms available to the Sympa end users.  The datasource setup is NOT available to any Sympa users. The default behavior of Sympa is to make it readable and editable to listmasters only. If you want to make it available to list owners, you can configure it via the edit_list.conf file.

If you don't trust listmasters then you probably need an external program indeed.
We were hoping to  have an external program, that is only accessible to these special  groups, that can then call Sympa to create the new lists.
The list members population can be based on a LDAP filter but not only. It can be any of the following type of datasource and can mix them :
  1. an SQL query
  2. an LDAP filter
  3. a 2 level LDAP filter (usefull to perform a kind of JOIN)
  4. a flat file with one email address per line
  5. a remote flat file
  6. another local mailing list
  7. a remote mailing list
