The default behavior depends on the list template you used to create the list.
To change this behavior, you should edit the 'subscribe' list parameter via the web interface :

"List Admin" > "Edit List config" > "privileges" > "Who can subscribe to the list"

If you select the "auth" scenario in the menu, then subscription will require a confirmation.
