I use web_recode_to as iso-8859-9 and I restarted sympa and apache I saw this line <meta http-equiv="content-type" content="text/html; charset=iso-8859-9" />
From source.
But I saw characters like that : Ãœniversite or þÃðà (it must be Üniversite) In sympa.conf default lang is us In httpd.conf AddDefaultCharset ISO-8859-9 Sympa ver:501b

Using 'web_recode_to' should have worked ;
considering you have restarted wwsympa after the edition of sympa.conf (implies
either restarting Apache or doing a 'touch
/home/sympa/bin/wwsympa.fcgi'). You should check the first lines of the
generated HTML pages to check if the charset is correct. If not, you should
customizing the default main.tt2 and change the charset to ISO-8859-9. With the 4.1.2 version I could saw turkish chars after changing httpd.conf (AddDefaultCharset ISO-8859-9) After 501b I cant see turkish chars.
I decided several ways. 1- I changed sympa.conf : web_recode_to iso-8859-9
2- compile en_us.po with "Content-Type: text/plain; charset=iso-8859-9\n"
