cat my_subscribers.txt | sympa.pl --import=my_testlist
Why are subsribers equal to users?
I can't speak of your importing issue - I'm not sure what the problem is there. But the point of having two tables is that the user table holds information specific to each user, like language, name, and password. The subscriber table is for stuff particular to each list. like the date they subscribed, their visibility, etc.
It might not be exactly the way I would have done it, but it makes lots of sense to me.
