Yes: The alternate email is not actually used for accepting
messages to lists at all -- it is used only for *displaying* the
subscriptions associated with the alternate address in the
WWSympa interface. Unless something has changed recently, it's
not used by the sympa.pl process at all. So it's not actually
what most people assume it is, which means it just creates a lot
of confusion and doesn't do much good, and I've taken it out of
our Sympa interface until it gets a rewrite.
