Would I need a seperate "hidden" list fro each list then? or a seperate
"hidden" list for each robot? Or would one hidden list act as a moderation
control for all lists on the primary server and the robot servers?

You can do it by creating an hidden list (let's call it 'moderation')
which will contains moderated members.
Then you create a special 'send' scenario containing the line:
is_subscriber('moderation',[sender]) smtp,smime,md5 -> editorkey
