The mailing list for listmasters using Sympa

Hey all

I'm on my 3rd sympa list, and I'm having a bit of trouble trying to figure 
out how to achieve this...

Essentially I want a list that is open to all subscriptions, and closed to 
all postings (except from one address).  It's essentially an "announce" 
list, where the mails are coming from an automated source.

I can't figure out how to do this in my config file...

can anyone offer any suggestions?
