We reasonnable delays with FastCGI and our 100 000 subscribers.
Are all your lists using a relational database ?
Try sympa-users info page : http://listes.cru.fr/wws/info/sympa-users

You could manage a list for "convicts" and define your own subscribe
scenario that will reject requests from people subscribers of "convicts"
list. We currently insert the following mailto: on our web root page :
<A HREF="mailto:address@concealed";></A>
__ ---> no anchor !!

with: spammer-subscribe: "|/home/sympa/bin/queue spammer-subscribe"

All our subscribe scenarii (except "spammer" :) start with the following rule
:

is_subscriber(spammer,[sender]) smtp -> reject

This is not joined to "approval requests" but may be obtained either via
MODINDEX command or through WWSympa spool lookup.

We plan to allow definition of owners of list A to be subscribers of list
B. List B could be any of LDAP, SGBD, File source. This should ease management
of ownership.
