Developers of Sympa

Hi all,

I noticed that some parts of doc/man8/sympa.pod specific to sympa.pl
had been moved into src/sbin/sympa.pl.in by Guillaume (that's OK for
me).  The remainder, general documentation about Sympa software, has
nowhere to go.  I propose new POD file Sympa.pod to carry it.

Attached Sympa.pod.in is the springboard: e.g. there is room
for improvement on AUTHORS section.
