I don't think this is a good idea, as sympa will run perfectly with
older versions of the module. The idea of pre-requisite is not "what's
the best version to use according to us", but "what's the minimal
version needed".

Otherwise, you'll have to track all other modules releases, evaluate the
impact of changes, and regulary upgrade required versions as well. As a
completly subjective process, that's a decision belonging to end-users,
not to sympa developers.
