        Support alias for <listname>-subscribe and <listname>-unsubscribe

        new subscriber : send       sympa/expl/[listname]/bienvenue.mime
                        else send  sympa/expl/[listname]/bienvenue
                        else send  sympa/expl/bienvenue.mime
                        else send  sympa/expl/bienvenue
                        else send  a default welcome message according to nls
                        
        unsubscribtion : send       sympa/expl/[listname]/bye.mime
                        else send  sympa/expl/[listname]/bye
                        else send  sympa/expl/bye.mime
                        else send  sympa/expl/bye
                        else send  a default unsubscribtion message

        Same behavior when deleting a subscriber , file is named "removed".
        In those files the string "[listname]" is replaced by the list name.

        ----> "bienvenue", "bye" and  "removed" messages are now sent by
              [listname]-request insteed of sympa-request. 
      
      Bug Fix :
       
        Check Content-Type and Content-Transfert-Encoding for commands

        Differences between French and English NLS catalogues have been
         corrected.

        Correction of default_user_options parsing (pb with visibility).

        Conf::Default_Conf is now correctly used. $DIR defined in Makefile
        is used for the defaults.
