Thanks to Xavier for pointing out that with RHEL rpm installations the
files at /usr/share/sympa/default/create_list_templates are the Sympa
defaults which new rpms replace, and /etc/sympa/create_list_templates
is where you place your site-modified versions which will override
these defaults, and do not get overwritten by new rpm installations.
