Is the s flag set on your /usr/local/sympa/bin/queue binary? And is it owned by the sympa user, I would assume?

I have installed a new debian trixie (13.3) server. The old one was debian bullseye (11.11). On the old one I used to install sympa from the sources. For a very long time I had no problems with sympa. So I installed the same version on the new server.
