The mailing list for listmasters using Sympa

Pretty sure I did every step in the prior pages as well as the update step in 
the right order. That’s why I asked where the list_table gets populated - it 
was not populated in the db upgrade step when I set the on-disk db version 
back to 6.0.8 and ran the script.
