I think that there is still an explicit dependency on 
Encode::ISO2022JP2, given lib/MIME/Charset.pm:

'ISO-2022-JP-2' => [['iso-2022-jp-2','Encode::ISO2022JP2'], ],

Redhat don't supply that. I currently have the following perl-Encode-* 
modules installed:

perl-Encode-2.51-7.el7.x86_64
perl-Encode-HanExtra-0.23-10.el7.x86_64
perl-Encode-EUCJPASCII-0.03-8.el7.x86_64
perl-Encode-Locale-1.03-5.el7.noarch

It looks like I might need to install:

  https://metacpan.org/pod/Encode::ISO2022JP2

from source to stop archived.pl from blowing up.
