There is no /usr/share/sympa/static_content/css in the rpm. 
static_content only holds fonts and js, and is not writable.
But there is /var/lib/sympa/css and this is writable by sympa user.

The rpm does come from EPEL, right ?

What does 'rpm -qf /usr/share/static_content/css' says ?
