Heh.  I understand.  I am no fan of it myself.  I used to like linux because it was simpler and more straightforward than Windows, but it seems that obfuscation is a disease that affects every system eventually.

I think I have a better handle on what's wrong, though not on how to fix it.   Fast CGI doesn't seem to be working at all, so nothing is getting handled.  I can't find a lot of tutorials on it, but the one that I did find (https://tecadmin.net/setup-apache-php-fpm-ubuntu-20-04/) fails the setup test that is provided.  The php.info does not invoke Fast CGI as its Server API like is says it should.  My config follows that tutorial (and is separate from sympa itself), but it's like fcgi just doesn't exist.  The red hat tutorial gives a rather different setup that invlves creating a "handler" and putting a php.fastcgi script in cgi-bin, but I haven't gone down that road yet.   I wish there were a more complete description of fastcgi installation on Debian/Ubuntu somewhere...
