OK, so the config shows you can have

use_blacklist

Use blacklist

• Default:

  send,create_list

• Overrides:

  Virtual domain

List of operations separated by comma for which blacklist filter is applied. Setting this parameter to “none” will hide the blacklist feature.

Brilliant.  So, how do you actually use it?  I assume a blacklist.txt file goes into etc, maybe?
