Since this error it does not appear to processing the messages in spool/msg

Is there some kind of file lock I need to fiddle with to get things processing again?

Just before it seems to have stopped processing the incoming email it threw 

an email "Cannot connect to database", after restarting sympa everything seems 

to be working fine except for the email processing?

Can't seem to find anything odd in the sympa.log file.
