thanks fo your reply, please can you tell me more ?
Do you really use console 'sympa --import=list@dom' ?

I have same behaviour on another server : welcome message sent on web 
interface, but no welcome message sent with command line, on a fresh created 
list with no customizing at all.
I tried with version 6.1.23 and 6.2.16, both installed via Debian apt.
I don't have this option quiet_subscription available : got error "Bad 
entry", both in global sympa.conf or in list config.
