If I remember correctly, the solutions could be as below - though my experience is mainly with the 6.1 branch.

1) Create a MIME type footer, with type multipart/alternative, where the two parts are text/html and text/plain with content-disposition: inline.  This should allow you to achieve what you're after.

2&3) You may need to edit the web interface TT2 to add a link to edit these files, as the link will not be there by default.
