Roger,
As 403 is Valid request, server refusing, it's as you say probably an Apache permission or configuration issue.
Things to check are:
Any <Directory> and <Location> tags have the right permissions
Any executables such as wwsympa.fcgi have their executable bit set (755)

Adding user security might be helpful with https://letsencrypt.org/

I'm moving Sympa to a new machine, and upgrading from an earlier 6.x.y version to the current release, and from Apache 2.2 to 2.4. I think i've got permissions and config directives right, but am still getting 403's. Would anyone be willing to take a look at the relevant config and try to spot what's wrong? Logs don't give enough useful detail even in debug.
