My guess, like yours, is that it is daisy-chained mailing lists.  We had this in my last job until I finally migrated lists to the external-datasource method that sympa uses.

You can tell easily by viewing the message headers on the received messages; just look to see if they've passed through more than one list and which route they took.  Note that the second list may not even be on the same server, or could be an alias or distro list on a Exchange server, or similar...

The only thing I can think of is that one of the other emails is
actually a mailing list itself, and those people are also on that list
as well as this list.
