For the past two versions of Sympa (we currently have 6.2.16) we've had
an issue when moderators are changed on some of our mailing lists.

When a new moderator is added to a mailing list, they can see the
"modindex" page on the web page for the list. They are also stored as a
moderator in both the config file for that mailing list, and in the
admin_table database table for the relevant list. However they do not
receive moderation emails.

The same thing happens when a moderator is removed - they disappear from
the relevant config files etc but still receive moderation emails and
can moderate messages. This persists for weeks after the change has been
made. When we upgraded to 6.2.16 we thought the issue had been resolved
but it is happening again now.

I vaguely recall reading something about moderators being cached
somewhere but I can't find where that might be or the email I read about
it before. Does anyone have any suggestions please?
