This might simpler to implement in the MTA that Sympa uses, although would vary by MTA. This assumes the MTA just handles Sympa traffic, which is a fairly common set up.

Is there any way to create a master "do not call" list within Sympa?  That is, a master repository of addresses for which absolutely no current or future Sympa lists should send any mail to?
