It sets the time after which mails will be sent for this list everyday. For example, if this parameter's value is "18:00", mails will be sent only after 6 PM every day. You can also decrase the list's priority using the "priority" parameter. Now this parameter's value is counter-intuitive: the higher value it takes, the lower priority the list has. The priority will be taken into account even when the message distribution has started. Suppose, for example, that youy started distributing a message for 100,000 subscribers list (there are such lists). If this list priority is 9 and, while you're distributing the message, another messge comes from another list with a priority of, say, 5. the distribution for the first list will be temporarily stopped to deliver the message for the second list.
