Thanks for helping my brain getting out of the fog today.
There is an error in the upgrade script: We wont upgrade for version 6.1.9, only for versions below 6.1.9.

Quick fix

edit the file <path_to_your_sympa_installation>/etc/data_structure.version
this file contains the current version number (which should be 6.1.10). change the value for 6.1.8, then  rerun sympa.pl --upgrade.

It will perform the upgrade as if you were initially in 6.1.8 and therefore cache the lists config in database (and fix a potential problem with the exclusion table). Don't be afraid of this double upgrade: we did not do anything requiring an upgrade when going from 6.1.8 to 6.1.9, so this operation is completely harmless.

I'll release a 6.1.11 today to fix this problem definitively.

did you run the sympa.pl --upgrade command? It is supposed to initiate 
the lists db cache (list db cache not being initiated is the reason why 
the list of lists appears empty).
Ward wrote, that he did execute that command. Read his second last
sentence.
