You can try a VPS, that should reduce your cost and give you a complete standalone virtual server with root access.

To install Sympa, you need a shell access with root privileges; also you need to be able to configure the MTA and web server.
You need to be able to install CPAN modules.
That's about it. If the hosting service provides this level of access, then there is no reason why you couldn't install Sympa.
