Your approach makes sense but I do not believe this feature exists.

Sympa allows you to write your own scenario conditions, see
http://www.sympa.org/manual/authorization-scenarios and look for "Custom Perl
package conditions" near the bottom.

If you do this it would be nice to contribute it back to the list
