Indeed ! You just need to create a send scenario that test if some
attachement are in the incomming message.

list masters only and not ordinary list owners. Is that the case?
Yes but listmaster can create scenario file and give them a name so list owner can select thoses configs for thre lists.
Are
both lines:

match([header->Content-Disposition],/attachment/) smtp,smime,md5 ->
editorkey

match([header→Content-Type],/multipart\/alternative/) smtp,smime,md5 →
reject

needed? Or will just the second do? The attachment in question produces
the header lines:

Content-Type: application/msword; name="file.doc"
Content-Disposition: attachment;
filename="lile.doc"
Content-Transfer-Encoding: base64

What is editorkey,
The first rule that match is used to decide what Sympa do. Possible value are specified in scenario documentation. editorkey mean that the message is forwarded to the list editors with a key value they must return in order to validate the message.
and can either → or -> be used in these contexts
"->" is the only separator from left rule side (condition and authentication method) and sympa action.
