Sorry, I just noticed this too. This is a highly optional parameter but it was defined as mandatory, so yes, this is a bug. We fixed it in the stabilization branch. You can aply this patch:

We may issue another beta with this fix (and a few others) as it is really annoying to have a server failing to start at the end of the beta..

If the custom_robot_parameter is not a mandatory parameter I think this
is a bug. For a workaround put this parameter to the sympa.conf
followed by "sympa;sympa" or something else.
