I ran into the following configure-related issues that I have not yet
reported in the bug tracker, this seems as good a place as any to 
add them.

1) arc and bounce directories are not configurable by configure
(but, for instance, spool directory is)

2) My notes say "--localstatedir is ignored unless --use-fhs is in
effect."  

skimming configure now, i suspect --localstatedir is always ignored.
