Thanks, I have been looking at that page. The reason I ask about
adjusting the minimum_bouncing_period and minimum_bouncing_count is this
statement in the page:

To avoid making decisions (i.e. defining a score) without enough
relevant data, the score is not evaluated if:
* The number of received bounces is lower than
minimum_bouncing_count (see minimum_bouncing_count).
* The bouncing period is shorter than minimum_bouncing_period
(see minimum_bouncing_period).

My reading of that is that we should have the parameters set in a manner
that reflects the frequency of the list with the least amount of
traffic. Otherwise, we may never hit the number of bounces within a time
period for the score to be evaluated. Does that sound correct?

All the parameters you can use to handle bounces are defined on this page.
Some parameters, such as the messages count, are not set in the config but calculated along the existence of the mailing list.

We could stretch the global minimum_bouncing_period out for a month plus
and reduce the minimum_bouncing_count, but I was just wondering if there
was some other way to handle this.
