The feature is shown only if the user is authorized to create list because we didn't want to introduce one more parameter for it. If you need user to be able to create list but not to rename it, you have to modify the related web tt2 template. The file is named list_admin_menu.tt2.

In this file replace the condition [% IF may_create_list %] by [% IF is_listmaster %] so only listmaster will see this button.

Take care where you install this new template. Depending on its location it will applyed for all lists of all robots, for all lists from a specific robot or for a particular list. Do not modify the original file : in this case modification will be lost after next update. Report to http://www.sympa.org/wiki/manual/customizing#site_template_files
