I try to append (not attach) information footers ... some
messages come through with the footers appended, and some do
not.

My *guess* is that the messages where you see the footer, the
message itself was in plain text, i.e. no MIME parts. The
messages where you don't see the footer are MIME messages and
thus the footer hasn't really been inserted correctly for the
text in that format.

Here is a *simple* schematic of the problem. Let's say your
typical Micro$oft Outlook subscriber posts an HTML formatted
message. Then it will look something like this:

05 Subject: my posting

There are two versions of the message text entered by the
subscriber: one is in plain ASCII format (07), the other is
formatted as HTML (21). An e-mail client that understands
MIME will show the reader either one version or the other.
(An e-mail client that is *not* MIME aware will show all of
the text as illustrated above.)

Now if additional text is appended after line 23, which is
the *physical* end of the message, it will not be part of
either attachment and so it is unlikely to be visible to the
reader in any MIME aware e-mail client.

Again, not knowing more about what you are doing, this is my
*guess* as to what is happening based on your description.
