...and in the mean time we violate FERPA.

Good point. Given FERPA/Buckley, this is a feature that
would be of interest to all U.S. higher ed sites who
get federal funding and use Sympa for student lists.

For our part, with our old list system, we simply created all
new lists with an initial setting such that only the list
owner could see subscribers and left it to the list owner to
open things up if they wanted. Very few ever did. But the
ability to flag a subscriber across all lists would prevent a
list owner from causing a problem without knowing it. After
all, in most cases the owner would have no idea of the
student's "do not release" status.
