I doubt such a Draft would be targeted to IETF own mailing lists only.

I was about to suggest you use the 'custom_header'.
Note that you have to set this parameter for each mailing list (no 
equivalent sympa.conf parameter). You should also probably use it within 
your list families and create_list templates.
