Development versions of Sympa create a static_content/ directory that will contain a few files that don't need to be parsed by wwsympa.fcgi for each user request : CSS file,  user pictures available from the REVIEW page (new feature).

You should check that sympa.pl was able to create this subdirectory in Sympa home directory. if not you should either changes access rights or edit the 'static_content_path' sympa.conf parameter.

You might also need to define an 'Alias' directive in your Apache config file, the default should be :

Alias /static-sympa /usr/local/sympa/static_content

I cant find css-anything in sympa.conf or wwsympa.conf?
