This is the source of your troubles. This file is created by the program called queue (lunched by the local MTA, sendmail, postfix or ...). The deamon Sympa can't read or delete this file. Check this program access. It should look like this :

 -rwsr-xr-x  1 sympa sympa 11949 Sep  4 14:52 /home/sympa/bin/queue*

Then because queue owner is sympa.sympa and setuid bit is positionned, the file created in the spool is owned by sympa.sympa .
