Yes, in fact it has to -- restart means it stops running entirely and then 
starts up again from scratch -- so I can only guess your sympa.pl didn't 
actually die when you tried a restart.  Might want to test that, try with a 
stop and then a start, etc.  May be a problem with your init script.

And FWIW, I've been administering and customizing and modifying Sympa for 
years and thought I was some kind of expert, but I'd never heard of that 
reload list config option; we've just been restarting Sympa every time we 
change anything.  You learn something new every day.  Thanks, Sylvain!
